This is happening because WHEREVER you are accessing this page from, is redirecting the page to open in OneNote online. The bottom one is the BROWSER / ONLINE version. If you wish to use the OneNote Application from the Web Browser click File> Edit in Desktop App.
Open the file in the Web version of OneNote by double clicking the file in your OneDrive.Drag the file into your OneDrive using your OneDrive folder on your computer or in the Web Browser.Download and save the file locally to your computer.Once confirmed that the user is able to open the Notebook, you may delete it. Now go to the search tab, type OneNote and hit Enter. Your Notebook has now been exported and is ready for transfer to another user via email.
